About Us

The Employment Risk Management Authority (ERMA) is a statewide joint powers authority designed to provide broad coverage and tailored loss prevention services to reduce the employment practices liability (EPL) exposures of California public entities.

Who We Are

ERMA began providing coverage and loss prevention services to California public entities July 1, 1999. The program now covers more than 200 public entities throughout the State of California. ERMA is the first and only statewide risk sharing pool created exclusively to provide broad employment practices liability (EPL) coverage.

ERMA provides cutting edge loss prevention services designed to minimize the EPL exposure of its members.

The Employment Risk Management Authority (ERMA) is the premier authority for employment liability coverage protecting California public entities. ERMA reduces employment practices risk through its comprehensive, innovative training and resources.


ERMA has met all of the high professional standards established by the California Association of Joint Powers Authorities (CAJPA) in the areas of governance, finance, claims control, safety and loss prevention, excess coverage, and risk management. CAJPA’s accreditation process requires reviews by independent consultants in all of these areas, including accounting, claims adjusting, and actuarial analysis. ERMA is proud to have received the highest designation possible: “Accredited with Excellence.”
